PIERRE, S.D. (MITCHELLNOW) Governor Rhoden is busy putting pen to paper at the state Capitol.  On Thursday, he signed six bills that emphasize taking care of the people of South Dakota. They include House Bill 1061, which prohibits a health care provider from denying a parent access to their kids’ medical records. Rhoden has signed 199 bills so far this session.
