CALL TO ORDER
Chairman Reider called the Davison County Board of Commissioners meeting to order at 9:00 A.M. Members of the board present were Claggett, Kiner, Nebelsick, and Chairman Reider. Also present was Auditor Wingert. Absent was Commissioner Blaalid.
PLEDGE
Commissioner Reider opened the meeting with the Pledge of Allegiance.
APPROVE AGENDA
Motion by Claggett, second by Kiner to approve the agenda for the April 08, 2025, meeting. All in favor – aye. Motion carried.
APPROVE MINUTES
Motion by Claggett, second by Nebelsick to approve the minutes of the April 01, 2025, meeting.
PUBLIC INPUT
Steve Sibson voiced his support for the potential Ambulance District that is up for a vote; however, he stated he believes there should be more transparency regarding the creation of the district.
BOARD OF ADJUSTMENT
Motion by Claggett, second by Nebelsick to move out of the Board of Commissioners into the Board of Adjustments at 9:17 A.M. All in favor – aye. Motion carried.
ADJOURN BOARD OF ADJUSTMENT
At 9:26 AM, a motion by Nebelsick, second by Claggett to adjourn Board of Adjustment and reconvene the Board of Commissioners meeting. All members voted aye. Motion carried.
PLATS
- Consider a Plat requested by Francis W. & Celine M. Fergen Trust of Franny’s Tracts 1 and 2, a Subdivision of the NW1/4 of Section 27, T 101 N, R 60, West of the 5th P.M., Davison County, South Dakota. Motion by Claggett, seconded by Nebelsick to approve as recommended by Planning and Zoning. All in favor- aye. Motion carried 4-0
- Consider a Plat requested by GL Wild Oak, LLC of Lot 1 of Tract M, Wild Oak Golf Club Addition in the SE1/4 of Section 23, T 103 N, R 60, West of the 5th P.M., Davison
County, South Dakota. Motion by Claggett, seconded by Kiner to approve as recommended by Planning and Zoning. All in favor-aye. Motion carried 4-0
- Consider a Plat requested by GL Wild Oak, LLC of Lots 1, 2 & 3 of Tract C, Backlund Addition in the NW1/4 and SW1/4 of Section 24, T 103 N, R 60, West of the 5th P.M., Davison County, South Dakota. Motion by Nebelsick seconded by Claggett to approve as recommended by Planning and Zoning. All in favor-aye. Motion carried 4-0
SHERIFF HARR
Sheriff Harr came before the board and talked about a solution for the Dodge Durango. Sheriff Harr had talked with Vern Eide and stated he could get a new Ford Explorer for $46,602. Motion by Kiner, second by Claggett to approve the purchase of a new vehicle. All in favor – aye. Motion carried 4-0.
JUVENILE DIVERSION COORDINATOR BUSCHBACH
Buschbach came forward and asked the board for permission to apply for the Alternate Placement Grant. Motion by Kiner, second by Nebelsick to approve. All in favor – aye. Motion carried 4-0.
Bushbach also asked about attending the state JDAI meeting on June 12th in Aberdeen. Motion by Kiner, second by Claggett to approve. All in favor – aye. Motion carried.
Buschbach then gave an overview of the last year as well as the up-to-current statistic that was presented to the board.
RECESS BOARD OF COMMISSIONERS/CONVENE 2025 BOARD OF EQUALIZATION
Motion by Claggett, second by Nebelsick to move out of the Board of Commissioners into the
Board of Equalization at 10:07 A.M. Members present included Claggett, Kiner, Nebelsick, and Reider. Also present was Auditor Wingert, DOE Director Vissia, and DOE staff J. Raymond, J. Olson, and T. Damman. All in favor – aye. Motion carried.
ADMINISTER OATHS
Auditor Wingert administered the oath of office to the Davison County Board of Equalization members.
RECESS BOARD OF EQUALIZATION/CONVENE COMMISSION MEETING
Recess Board of Equalization sine die. The Board of Equalization will meet again on 4/15/25. Consolidated Board meets on 4/14/25.
PLANT DIRECTOR RANG
Mr. Rang requested to purchase a new mower for the fairgrounds: a Cub Cadet 42’ at $2,999.99. Motion by Nebelsick, second by Claggett. All in favor – aye. Motion passed 4-0.
Motion by Kiner, second by Nebelsick to approve placing the used 2019 Cub Cadet Mower on Purple Wave. All in favor – aye. Motion carried.
Discussion on a new sign for the fairgrounds was held with no action taken.
FIRST READING OF DAVISON COUNTY FLOODPLAIN ORDINANCE
Chairman Reider read the first reading of the Flood Damage Prevention of Davison County. The entire proposed ordinance can be found on file in the Auditor’s Office.
