Application Portals are now open for the two most recent COVID Relief Programs from the SBA, the Shuttered Venue Operators Grant (SVOG) and the Restaurant Relief Fund (RRF). The programs are delivered directly by the SBA, not through bank partners like the PPP loans. The best way to apply is through the online application portals. RESTAURANT REVITALIZATION FUND (RRF)
The Restaurant Revitalization Fund will provide significant grant funds to food and drink businesses impacted by the pandemic. It can also assist restaurants that opened during the pandemic and even those in the process of opening.
WHO CAN APPLY?
Eligible entities who have experienced pandemic-related revenue loss include:
• Restaurants
• Food stands, food trucks, food carts
• Caterers
• Bars, saloons, lounges, taverns
• Snack and nonalcoholic beverage bars
• Bakeries*
• Brewpubs, tasting rooms, taprooms*
• Breweries and/or microbreweries*
• Wineries and distilleries*
• Inns*
• Licensed facilities or premises of a beverage alcohol producer where the public may taste, sample, or purchase products
*(onsite sales to the public comprise at least 33% of gross receipts)
HOW MUCH AVAILABLE TO APPLICANTS?
Grant amounts are based on the difference between 2019 gross receipts and 2020 gross receipts less PPP funds. With a maximum of $5 million per location and a minimum of $1,000. Slightly different calculations are used for businesses who opened after January 1, 2019 and those in the process of opening.
WHAT CAN FUNDS BE USED FOR?
• Business payroll costs (including sick leave)
• Payments on any business mortgage obligation
• Business rent payments (not prepayment of rent)
• Business debt service
• Business utility payments
• Business maintenance expenses
• Construction of outdoor seating
• Business supplies and covered supplier costs
• Business food and beverage expenses (including raw materials)
• Business operating expenses
SHUTTERED VENUE OPERATORS GRANT (SVOG)
This grant provides emergency assistance for eligible venues affected by COVID-19. After a brief pause to address technical issues, the portal for the SVOG program has reopened.
WHO CAN APPLY
• Live venue operators or promoters
• Theatrical producers
• Live performing arts organization operators
• Museum operators
• Motion picture theater operators (including owners)
• Talent representatives
Other requirements of note:
• Must have been in operation as of February 29, 2020
• Venue or promoter who received a PPP loan on or after December 27, 2020, will have the SVOG reduced by the PPP loan amount
GRANT AMOUNT
• For an eligible entity in operation on January 1, 2019, grants will be for an amount equal to 45% of their 2019 gross earned revenue OR $10 million, whichever is less.
• For an eligible entity that began operation after January 1, 2019, grants will be for the average monthly gross earned revenue for each full month you were in operation during 2019 multiplied by six (6) OR $10 million, whichever is less.
USE OF FUNDS
• Payroll costs
• Rent payments
• Utility payments
• Scheduled mortgage payments*
• Scheduled debt payments*
• Worker protection expenditures
• Payments to independent contractors*
• Other ordinary and necessary expenses, including maintenance costs
• Administrative costs (including fees and licensing)
• State and local taxes and fees
• Operating leases in effect as of February 15, 2020
• Insurance payments
• Advertising, production transportation, and capital expenditures related to producing a theatrical or live performing arts production.*
