MITCHELL, SD (Mitchell Now) — The Mitchell City Council will address a full agenda 6 .M. Monday, Nov. 17, including several planning items, license actions, and annual approvals.
Council members will begin by reviewing consent agenda items, including departmental and committee reports, a MADC quarterly report, raffle permits and volunteer board appointments. The council will also consider declaring surplus police equipment, several project change orders, and scheduling a Dec. 1 public hearing for a new package liquor license at Westside Sinclair.
The council will recess to sit as the Board of Adjustment to consider a variance request from Habitat for Humanity for reduced side-yard setbacks to construct a twin home at 1204 and 1208 E. First Ave. Members will also set a Dec. 1 hearing date for a conditional use permit for alcohol sales at 1208 E. First Ave.
Following reconvening, the council will take action on two Palace City Brewing license transfers involving revised boundary configurations. Members will also review 2026 liquor and wine license renewals.
Additional business includes a 2025 bridge inspection update from Brosz Engineering, a street light request for the South Lake Estates Phase I development, an airport hangar agreement amendment, and a geotechnical exploration proposal for the new water building project on Highway 37.
The council will consider three plats, a resolution creating Tax Increment District No. 45, and second readings on ordinances regarding nuisance vegetation, the 2026 annual appropriation, and a franchise agreement with Northwestern Energy. A first reading on the 2025 supplemental appropriations ordinance will also be held.
The meeting is expected to conclude with an executive session permitted under state law.
