Mitchell Mayor Bob Everson broke the Mitchell City Council’s 4-4 tie vote with a yes vote regarding changes to the animals at large ordinance last night. One amendment to the code changes the definition of “at large or running at large” and would allow the use of a remote collar unless the animal is at a public gathering of 10 or more people. In those situations, a physical leash must be used to restrain the animal. Another amendment would add a definition for the term “complete control” by saying that any pet with a shock collar that strays beyond 50 feet from its handler is not under complete control.
Mitchell resident Bruce Trebil, who lives along Dry Run Creek, opposed the changes, saying he feared his yard would become “a toilet” for roaming animals.
City councilman Dan Allen also opposed allowing the use of shock collars, saying they don’t always work. He said all animals should be leashed on a physical leash.
Councilman Steve Rice made the motion to approve, saying not all physical leashes work. He said the changes were an improvement to the existing ordinance.
