MITCHELL, S.D. (MITCHELLNOW) A bill requiring South Dakota public schools to have either volunteer or paid chaplains passed through the House Education Committee on Monday with a 10-5 vote, despite some concerns about religious freedom and local control. The bill’s sponsor, said the requirement would still allow local communities to have a say. ACLU lobbyist Samantha Chapman pushed back, saying the bill could violate students’ constitutional rights under the First Amendment and Establishment Clauses. An attempt to make the policy optional rather than mandatory didn’t pass, failing by a 7-8 vote. The bill now heads to the full House for further discussion.
