MITCHELL, S.D. (MITCHELLNOW) Governor Rhoden wants to relieve some financial pressure for homeowners. On Monday, he announced his Homeowner Tax Relief Proposal. It would allow counties to reduce owner-occupied property taxes by replacing the revenue with a county sales tax of up to point-five percent.
