PIERRE, S.D. Hansen later confirmed he would oppose the $650 million project, citing unresolved questions about providing care for transgender inmates. The Legislature eventually passed the Governor’s plan with two-thirds majorities in both chambers. The bill now heads to Rhoden’s desk for his signature.
