PIERRE, S.D. (MITCHELLNOW) The state House of Representatives is approving another measure obstructing carbon pipeline projects. The bill would empower landowners to sue carbon pipeline land agents for deceptive practices, fraud, misrepresentation, intimidation or harassment during land access deals. Lawmakers passed the measure 36-34, sending the bill to the Senate. Meanwhile, another bill failed that would have required anyone seeking a permit for a carbon dioxide pipeline to have an environmental impact statement. This came the same day lawmakers passed House Bill 10-85 that would initiate a temporary pause in carbon dioxide pipeline construction.
