PIERRE, S.D. (MITCHELLNOW) New rules were just released by the US Department of Education fundamentally changing Title IX.  Prior to the change, it was clear that Title IX applied only to biological females of any age who sought to participate in sports and other activities on an equal basis to men.  The new rule allows transgender people to participate in sports that are not of their biological sex.

Attorney General Marty Jackley says that change dismantles fifty years of protecting opportunity for women in education and sports.  South Dakota has joined with other states, twenty-seven at this writing, to oppose the new Title IX rule.

South Dakota Secretary of Education Joe Graves has advised South Dakota school districts to ignore the rule while the litigation challenging the change is pending.
