PIERRE, S.D. (MITCHELLNOW) Republicans and Democrats are still in a standoff over spending…and the government shutdown is heading into its 28th day. That shutdown has led the Standing Rock Sioux Tribe to declare a state of emergency…mainly due to the end of SNAP nutrition benefits this Friday.  Senate Majority Leader John Thune says the negative effects are spreading.
