PIERRE, S.D. (MITCHELLNOW) Republicans and Democrats are still in a standoff over spending…and the government shutdown is heading into its 28th day. That shutdown has led the Standing Rock Sioux Tribe to declare a state of emergency…mainly due to the end of SNAP nutrition benefits this Friday. Senate Majority Leader John Thune says the negative effects are spreading. The Senate is set to reconvene, after failing to reach agreement on ending the stalemate last week.
