MITCHELL, S.D. (MITCHELLNOW) Two Mitchell residents are facing felony charges in a child abuse case involving three children. Lori Kelly and Donald Shepard are accused of using a homemade paddle and a wooden dowel rod to spank the children, leaving visible bruises. The case was opened after a report from a child protection worker. The kids told investigators that Shepard spanked them at both his home and Kelly’s. While Kelly didn’t directly punish the kids, she admitted knowing about it and even got rid of the paddle afterward. Kelly is facing three charges, and Shepard has multiple counts of child abuse. Both have pleaded not guilty, and a jury trial is set for June.
