MITCHELL, S.D. (MITCHELLNOW) The Mitchell City Council is considering changes to how it repays loans for public works projects, including a $3.39 million State Revolving Fund loan for utility upgrades on North Ohlman Street. The project would improve water, sewer, and drainage lines, and add a bike path and roundabout. According to the Mitchell Republic, council members discussed whether general fund dollars could offset rising water and sewer rates. Mayor Jordan Hanson and City Administrator Stephanie Ellwein said utility funds are designed to be self-supporting but noted future rate adjustments may be reviewed early next year.
