MITCHELL, SD (Mitchell Now) — Major infrastructure investments, public safety initiatives and significant spending decisions are at the forefront of the latest Mitchell City Council agenda.

Among the most notable items is a recommendation to award a major construction project to BX Civil & Construction, Inc. for $3.33 million — approximately 34% below the engineer’s estimate of $4.4 million. The project, pending state approval, represents a substantial cost savings for the city.

At the same time, the council is considering several cost increases tied to ongoing projects. A change order for the city’s wastewater treatment plant project would raise the total cost to more than $31.86 million.

City officials are also reviewing a request to purchase a new semi tractor for $148,198, which is about $23,000 over the budgeted amount, to replace a unit dating back to 1994.

Public safety items are also on the agenda. The council will consider allowing the Mitchell Police Department to apply for a $14,867 state grant to support speed and seat belt enforcement. The funding would cover overtime enforcement and the purchase of three radar units, with the city responsible for a portion of the cost.

Additional infrastructure improvements include a major reconstruction project along North Ohlman Street from 23rd Avenue to Kemper Avenue. The project includes full street reconstruction, utility replacement and potential traffic upgrades, with engineering costs now totaling more than $816,000.

The council is also reviewing updates to a tornado safe room project planned for the Lake Mitchell Campground. The FEMA-supported project would provide shelter for up to 158 people, with the city covering additional amenities not included in grant funding.

Further discussion includes expanded flood and dam analysis work for Lake Mitchell, aimed at improving emergency preparedness and meeting state requirements.
