MITCHELL, S.D. (MITCHELLNOW) A decision on a civil rights investigation into the Rapid City Area School District has been handed down by the U.S. Department of Education. The DOE’s Office of Civil Rights began investigating the RCAS in 2023 on allegations that the district was discriminating against Native Americans. That investigation led to a 30-day suspension of the superintendent, and an agreement between the OCR and RCAS that the district would address the discrimination. Now, the OCR has now reversed the original decision by terminating the agreement. OCR says that it was in conflict with the non-discrimination requirements of Title Nine, including the DEI requirements that formed the foundation of the resolution agreement. The decision follows the executive order from President Trump directing federal agencies to eliminate race-based policies in education, employment and government programs.
