The South Dakota Legislature convenes for the 100th time today in Pierre. Todd Epp reports. VERBATIM: This session is historic, as Lt. Gov. Larry Rhoden may become governor if Gov. Kristi Noem is confirmed as Secretary of Homeland Security. Also, the legislature will feature one of the largest Republican majorities since the 1950s. This follows the June primary, which saw many institutional Republicans replaced by populists. Key issues include a tight budget with proposed cuts, landowner rights regarding carbon sequestration pipelines, and public funding for private education.
