PIERRE, S.D. (MITCHELLNOW) The South Dakota Senate is advancing a bill that would make it harder to use eminent domain.  Lawmakers narrowly approved the bill on Monday. If passed, it would require entities to secure permits and engage in mediation with landowners before using eminent domain. The legislation now heads to the House for consideration. Meanwhile, a bill that would ban eminent domain outright specifically for carbon pipeline projects passed the House last month and is now in the Senate. This comes after a recent proposal for a nine-billion-dollar carbon dioxide pipeline that would pass through South Dakota.
