SIOUX FALLS, S.D. (MITCHELLNOW) Giving cash doesn’t help…but you can.  That’s the core message of the successful anti-panhandling campaign conducted by the city of Sioux Falls this year.  It’s an encouragement to give to the agencies that deal with homelessness, instead of giving cash directly to panhandlers on the streets.  Homelessness Services Coordinator Michelle Treasure says the campaign was born out of some tragic observations.
